Mississippi Authority for Educational Television (MAET) invites sealed bids for the purchase of surplus microwave equipment.

This equipment consists of:

  • 18 microwave 6 GHz radio links utilizing 36 Alcatel MDR-4306S with optical interface to connect with 19 Alcatel 1603SMs (Synchronous Optically connected Network (SONET) Multiplexers) that provided the Optical Carrier Level 3 (OC-3, 155 MHz), Synchronous Transport Signal (STS, 51.8 MHz) and DS3/45 Mb, Drop Group (DG, 1.5 MHz) data routing.
  • 8 separate 7 GHz simplex links including 16 Alcatel MDR-4107S with fully equipped SONET/Digital Shelves.
  • 19 Power Conversion Products, LLC -48 VDC power systems including: System Status/ Control Panel (SSD2), Battery Disconnect Panel, and redundant TwinPack Plus 50A Rectifier Modules (batteries not included).
  • 163 mixed items listed as spare parts for the Multiplexer and MDR 4000 radios.  These items are listed at the end of the bid package.

MAET prefers to sell the equipment as a complete network package, but will consider breaking the package down into Links, Multiplexers, Power Conversion DC Power Systems, and Spare Parts.  All equipment was working when removed, but will be sold as is.

Bids must be submitted in a sealed envelope marked “Sealed Bid – Surplus Microwave Equipment” and will be accepted until 2:00 p.m. Central Daylight Time on May 1, 2013, at MAET at the above address. At that time bids will be publicly opened and read aloud. Information that bidders do not wish to be disclosed publically, other than information necessary for evaluation purposes, must clearly be marked confidential. All confidential information must be bound separately from other documents. No bid will be considered unless it is submitted with the Bid Form and Bidder Agreement provided by MAET.  This is a Sealed Bid – Fax replies will not be accepted.

Inspection of the equipment will be offered at the Pre-Bid meeting at the above address on April 16, 2013 at 1:00 p.m. Central Daylight Time.  Any inspections after the Pre-Bid meeting must be made by appointment at the number above.

The sale of the equipment and all bids will be subject to the following Terms and Conditions to Bidders, which will constitute a legally binding contract between MAET and the selected bidder once MAET notifies the bidder that the bid has been accepted.

MAET reserves the right to reject any or all bids for any reason or for no reason at all, and to waive any irregularities, mistakes, omissions, or informalities related to the bidding process provided such waiver complies with applicable law.

All disclosures of Bid information will be made in compliance with the Mississippi Public Records Act of 1983 as defined in Section 25-61-1, et seq. of the Mississippi Code of 1972, as amended. The contract shall be governed by and construed in accordance with the laws of the State of Mississippi, excluding its conflicts of law provisions, and any litigation with respect thereto shall be brought in the court of the State. The Contractor shall comply with applicable federal, state, and local laws and regulations.

All written Bid material submitted shall become the property of MAET.

Terms and Conditions to Bidders

  • ALL ITEMS ARE SOLD “AS IS” AND WITH “ALL FAULTS” WITH NO GUARANTEE OR WARRANTY OF ANY KIND, EXPRESSED OR IMPLIED.
     
  • PURCHASER ACKNOWLEDGES THAT THE GOODS SOLD HEREIN MAY BE DANGEROUS IF IMPROPERLY USED. PURCHASER ACKNOWLEDGES THAT IT MUST CONTACT THE ORIGINAL MANUFACTURER TO OBTAIN UP-TO-DATE INSTALLATION AND OPERATION MANUALS AND OTHER INFORMATION TO INSURE THE SAFE OPERATION OF GOODS. SELLER WILL NOT BE RESPONSIBLE FOR ANY LOSS OR INJURY RESULTING FROM DEFECTS OR ALLEGED DEFECTS IN THE GOODS SOLD OR FROM THE SUBSEQUENT USE OF THE ITEMS.
     
  • Viewing of Equipment
    At the Pre-Bid meeting on April 16, 2013, there will be an opportunity to go to the warehouse and inspect the equipment. After the Pre-Bid meeting, inspections will be by appointment only through Cy Vance, Director of Technical Services, at 601-432-6381. Failure to view the equipment or examine any specifications and instructions will be at bidder’s risk.
     
  • Bid Form
    All bids must be submitted on the bid form included in this packet.  Bid amounts, name, address, phone number, and signature of the bidder must be completed in ink.  Bids and modifications or corrections thereof received after the closing time specified will not be considered.
     
  • Payment
    Payment will be made before pick up by certified check, cashier’s check, or money order payable to Mississippi Authority for Educational Television.  All items will be sold free and clear of all liens and other encumbrances at the closing of all financial transactions.
     
  • Bid Acceptance
    Bids will be accepted at Mississippi Authority for Educational Television, 3825 Ridgewood Road, Jackson, MS. 39211 prior to bid opening. Bids will be opened Wednesday, May 1, 2013, at 2:00 p.m. Central Daylight Time.
     
  • Determination
    Determination of the winning bid will be based on the highest reliable bidder. Mississippi Authority for Educational Television reserves the right to reject any or all bids for any reason or for no reason at all, and to waive any irregularities, mistakes, omissions, or informalities related to the bidding process provided such waiver complies with applicable law.
     
  • Equipment Pick Up
    MAET will not deliver any equipment. Equipment must be picked up by 4:00 p.m. Central Daylight Time on May 16, 2013.  Any equipment that is not picked up by that time will be disposed of at the discretion of Mississippi Authority for Educational Television.  Please contact Cy Vance at (601) 432-6381 to arrange for access.
