The Mississippi College Savings Board has authorized the state treasurer to reopen the Mississippi Prepaid Affordable College Tuition Plan - or M-PACT.    The plan allows parents to lock in current tuition rates while putting away money for their children's college.    M-PACT was suspended in late 2012 amid concerns that the program may not be financially sustainable.  State Treasurer Lynn Fitch.

Segment 2:
 
At least five gay Mississippi couples are expected to apply for a marriage license in Jackson later this morning.  The effort is organized by the Campaign for Southern Equality, and is similar to efforts the organization has promoted in Mississippi and elsewhere before.  Reverend Jasmine Beach-Farrar is head of the Campaign.
 
Amber Kirkendoll and her partner, Jessica, are among those planning the trip to the Hinds County Courthouse today.  Kirkendoll - who is a pastor at Safe Harbor Family Church in Jackson - tells MPB's Jeffrey Hess why the effort is so important to her, even though it is largely symbolic.
 
Hinds County Circuit Clerk Barbara Dunn says the process will work much as it does with anyone, but ultimately the couples will be denied.
